Traffic cops don't carry guns and I have never met a traffic cop that wasn't corrupt, since their salary doesn't even cover food, but they're usually scum, so I just don't stop. If you drive a nice car or bike and not a little slow moped or scooter, you just drive through them and they won't do a thing.

If you do stop, they won't actually fine you, since the fine is about half a dollar (maybe if you're Khmer) - foreigners get shaken down, though it's easy to avoid by not getting of your bike

The camera probably has something to do with it but you need to learn that those guys are traffic cops. They are not intervention forces. The intervention forces are the guys that showed up at the end of the clip. Intervention forces are the ones that will use deadly force much more immediately. Plus, the traffic cops are doing their job to enforce the helmet law but that punk is being a dick.
