What Wilkerson is saying is that he doesn't believe that Israel will wait to be attacked by a WMD before retaliating - that he thinks that they are willing to be the first to introduce nuclear weapons, which if Israel was making a declaration would be in the form of a nuke on the tip of a missile.

You're putting words in Wilkerson's mouth. He didn't say that, nor did he imply it. Israel has already been hinting that it will Nuke Iran, in order to prevent Iran from developing a Nuclear deterrent. Iran certainly won't be the first to use Nukes. But I disagree with Wilkerson. I believe that imbecilic Texan will be the first to use them.

It's a reference to Israel's famous policy that "it will not be the first to introduce nuclear weapons into the Middle East". Generally, that's taken to be a declaration that Israel will only use WMDs in retaliation to a WMD attack, not as an escalation from conventional warfare (although there's wiggle room here - an attack on the Israeli nuclear reactor in Dimona is probably an "unconventional attack" and so all bets are off)
