The government's redefining of a contract will have an effect on existing and future contracts. Saying that government policy doesn't affect individuals is an utterly ludicrous argument. For example, the government does not recognize a contact where there is not sufficient consideration. If the government decides that contracts no longer need consideration to be enforceable, that will affect contracts that have consideration. New rules have to be made, and all contracts are affected.
