It's Star Parodier! And yes, that is a PC engine as your character (the Japanese TurboGrafx-16 game console!) You can also play as Bomberman or as ship from the Star Soldier series.
Fun fact: This game was slated for an American release under the name "Fantasy Star Soldier"
