Sadly what you showed doesn't work for the new version (1.8) anymore.. However, if you disable in-game app purchases (in the ipod/iphone settings --> restrictions) and you click on the stars on the main screen (top-right corner) it will take you automatically to the screen where you can download apps for stars instead of the usual stars/coins-for-real-money-scr­een :)
