Not Secret Service, this was a state department escort for a diplomat, pretty standard when the UN is in session.

Diplomatic Security Service is part of the Dept. of State and they protect the Sec. of State and foreign diplomats. They are also found in our embassies.

its unusual for the 'protectee' to be in an suv rather than a limo etc. The back is open because inside will most likey be one or two armed ss members with a clear shot at any threat from the sides of the motorcade - easy acces etc.

its rare for motorcades to include limos in Manhattan, suburbans are used much more often, e.g. when Bush visited Wall Street it was a motorcade of suburbans...The VIP must be pretty high up, not even the Governor gets that...
