Sanskrit is part of Khmer heritage because Khmer ancestors were Indian-Khmer.
Khmers created Khmer alphabets and created Khmer-Sanskrit in south East Asia. If Khmers created Sanskrit why would Khmers need to write Khmer Sanskrit on the stone and on the temples for Khmer children?

Sanskrit was brought by Indian to Khmer and Indian were intermarried with Khmer, so Sanskrit is part of Khmer heritage because of Indian-Khmers.
Khmers wrote Khmer Sanskrit because Khmers were Indian-Khmer.

The Khmer script developed from the "Pallava script" of India. The oldest dated inscription in Khmer was found at Angkor Borei in Takev Province south of Phnom Penh and dates from 611 AD. Several South-East Asian script like the Mon script in Burma, the Javanese script in Indonesia and the "Khmer script" in Cambodia developed from this "Pallava script" of India.
