Shenzhen is a relatively new city, having been transformed from a fishing village only 30 years. So unlike H/K, Shanghai, or Beijing, it is a magnet for youth from China's extremely poor inner provinces. They had only enough money to travel to a major Chinese city like Shenzhen & learn English, not to UK/US. To qualify to work at a Western hotel is a dream for them - their Lotto ticket, their college education, all rolled up in one. How can viewers like you be so insensitive?

PS: Chinese is a VERY difficult language to learn because it is all tones. Characters with opposite meanings often sound same, but tones (stress) are different. Don't criticize them until YOU go to China and try to speak THEIR language fluently! They're polite not to criticize you - please do likewise!

English is a very difficult language to learn because it blends so many different language, and the exceptions outnumber the rules. They may never have visited the US/UK, but learned just enough English to welcome you to their country. Keep in mind, many young people in China are very poor, and education is costly.
