He cut just below a concrete bond beam (I think) and that should certainly carry the load above the window (I hope). Might want to ask an engineer but it's probably safe.
I didn't see that you supported the top blocks but it seems to be holding. I just think it would have been more structurally sound. Other than that, looks good.
