Tony got Eli David to basically admit that Rivkin was following his orders the whole time. Everything Rivkin was doing in L.A. and D.C., he was doing ALL of it under Eli David's orders.
@ranakanan1 Tony made Ziva's father admit that Rivkin was always following his orders, and that Eli knew of/gave orders for everything he did--including things he did with Ziva.
Vance said "I'll be damned" presumably because it was meant to be Eli interrogating Tony, to get something out of him, however, in the end it was ironically Tony getting something out of Eli, whereas Eli got nothing out of Tony.
Correct and later we see Ziva's heartbreaking argument with Eli in his office when she just about screamed, "Was it real?" which confirmed Tony's suspicions about Michael's mission in Los Angeles and DC since "Legend Pt. I and II."
But as we see in that same scene, Eli continued to be a manipulative sonuvabitch when he said, "Make this your Aliyah. You come home to me - to us! You finish what Michael started." He put her in a position of acquiescing to an unreasonable demand.
You're not alone. At first, I really didn't like him as much as everyone else. He's grown on me as I have understood clearly how difficult it is to be the Director of NCIS, which is compounded by the fact that, his boss, the Secretary of the Navy, gave him a tough directive: to get NCIS' house in order (see Season 6's "Cloak").
I completely respect him now. Doesn't mean I have to like him, though.
