The others were either just businesses or scrap metal yards with fencing around them. Two of the businesses had to have the fences put up for insurance purposes.

The others were either just businesses or scrap metal yards with fencing around them. Two of the businesses had to have the fences put up for insurance purposes.

It seems to me that after being horribly embarrased by the Katrina debacle the government wants to be prepared for any REAL emergency that comes up. I don't see malicious intent here.
