Of course he has no understanding that a communicator is NOT a cell phone and operates as its own subspace transceiver it is independent of a cell network or dedicated support system and is fully capable of sending and receiving signals from inside meters of solid rock and the vast expanses of cold space. The predecessor of the TOS communicator should necessarily be LARGER and more bulky.
If you head over to Doug Drexler's blog he goes into detail about the evolution of the design...and as we all pretty much figured management rammed it down everyone's throat. This presents a general lack of vision on the part of Rick Berman. Heck, even Andy Probert can confirm that Rick has a real lack of vision with sci-fi. A perfect testament to this is Ricks insistence that the communicators of ENT be small than those of TOS because our cell phones of 2001.
Not going to get any argument from me on that lame-ass ship. It's a post TNG ship, period. That said, the bad ship design doesn't even come close to being the worst thing about Enterprise. Neither is the cerebral hemorrhage-inducing theme song. It's the astoundingly dull characters and lousy writing that kept me away.
