The official exchange rate around 5.75 to 6.70 kyats/Dollar is not used in the country! The black market exchange rate which is the common exchange rate is 600-750 Kyat/ per Dollar in August 2011. In 2008 when the video was uploaded the exchange rate was 1200 Kyat/per Dollar. So these guys payed less than a dollar for this!
