Animals were not created to be tormented, including bulls and horses. Forcing to buck, which is a defense mechanism is improper treatment, which falls under the category of ABUSE. The torment being, preying on the horse's fear, and pushing the bull's temperament. You couldn't have a bucking event without a strap and prod. Proven in PA.
