Always there are people who can't see pass their knowledge of a politic map... The Basque Country is not Spain. Spanish is often taken as an insult here.
The Vascos might be part of Spain, but they speak a total different language, which is more in common with the Turks, Hungarians, Bulgarians etc... than with the Indo-European Languages of Spain making them a very different group of people with a different culture, therefore technically their not Spanish.

Technically Basque is not a recognised country in itself so I'll leave it with Spain. Unless politics change then it'll remain as Spain.
