I have been going over in my head if the statement, "The sky is blue," and I came up with an example where this mentioning (repeating of information - redundancy) from a book I read a long time ago. And here at about 2:35 you are describing a situation where the color of the sky is not a fixed color.

So most of the time it would be useless information to explain in detail, but there are almost always exceptions to a rule.
