well usually it's because one of them is getting to rough with some of the more frail players. rough housing in this sport is a form of self-policing each other. if one enforcer gets too rough the other one bitch smacks him and makes him back down a bit. refs can't call rough plays unless it's waaaay too rough so they have to do this to keep themselves in check.
