You can buy the pneumatic set per exemple on ebay or priceminister or bricklink. I think the Set 8459 (50€) or 8455 (150€) are lego the best pneumatic set ever.

a hand pump, it can actually provide a lot of pressure. Someone made a scissor lift with one of them,.
