Sorry for answering so late, I was in the Philippines the last 2 months doing Divetracks. We call this animal a feather star. It looks like plant, but in fact it is an animal.
i suggest that if you're going there alone, try arranging for the dolphin watching with other tourists .. you can split the fee and meet new friends ;)
i recognize this .. Panglao Island in Bohol .. there's so many diving schools that noisy bars are not allowed in Alona Beach (i was told)so divers can wake up early in the morning to go to the sea .. been there last dec 06 and that trip was a blast!

the trips start and end in bohol, but go through the whole visayas area.
