Fact: You can create an earthquake. Same principal they use to make avalanches.

3 'slight' problems:

1# You need a major energy source to set it off. Think nuclear detonation.

2# You need stored kinetic energy in the earths crust so there actually will happen something when you push it over the edge.

3# No control where it will happen.

Making an earthquake from scratch is like shaking a skyscraper to the ground. It will take a lot more than a vibrating dildo to do that.
