Karen, your examples for speciesism are wrong. The main difference is that the efforts to improve the human prisoners' conditions DO NOT harm the chances of them being released, DO NOT increase the total human suffering and DO NOT increase the chances of more future human prisoners.
It does not matter whether you agree with the people who resist welfare acts or not, from their point of view it is different. I hope you will realize it.
