McNulty and Freamon were screwed over by the higher ups over the vacant murders and saw it to take matters in their own hands. They thought they were doing the right thing but the wrong way.

How Mcnulty and Freamon while doing good did bad, while Weebay as a life convicted serial killer did end up giving his kid a proper life, how stringer as a druglord tried to get some sense into the game, how Omar as a vigilant murderer stood up against the drugdealers. It tries to show you there is no absolute good and bad and that those lines are easily crossed.
