Nas made plenty of songs intended for the club from '99 to '00, even collaborating with Aaliyah and Ginuwine. As far as consistency goes Jay-Z is better than Nas, he's got three classics - to Nas' one. I prefer a consistent rapper to an inconsistent rapper.

@ShookOnes92 Sampling is taking a quantity of something, Jay-Z doesn't spit a whole verse of Biggie's rhyme in a verse, he quotes maybe a line or two. Nas has done so many, many times with Rakim. The thing about it is that Jay and Big were tight, Nas and Rakim aren't, and Rakim openly stressed how annoyed his was with Nas using his childrens government names.
