i think he could have, but u have to remember, waltman, hall, nash, and pj walker were all gone by the end of 1996. in june 1996, hunter was supposed to win king of the ring, but he was involved in the msg curtain call incident, and they scrapped him, and chose austin to win it.

by 1999 he was the big leader in dx, turned corporate, but by the end of that year, the character who would be also known as the game, was going to be given to owen hart. owen died, so he got it.
