I'd put Admiral Kizaru on top of the admirals. His element dosen't have a what you'd say a solid form. That is, you can hold onto lava(ouch) and ice, but light is something you cant hold onto, as it dosen't have solid form. In my meaning, "harder to hit".

Plus he can travel at the speed of light...so yeah :P
