the defibs do kill in BF3, you just have to hit a certain spot on the enemy, which is pretty small so most people ether dont know of it, or dont try to kill the enemy with them because it is so hard to do so.

There is an After Effects Plug-in that will remove the wires, or you can draw them out frame by frame in photoshop, or you could create a tracked mask over the wires. Personally, I think it be easiest (if you have money to spend) to buy the Wire Removal Plug-in.
