I agree, I dont think that Resident Evil 4 is the scariest by far, but I agree the regenerators make it ten times more scary, for me they were more reminiscent of the resident evil 1 zombies in the sense that they moved so sluggishly and fighting them in a closed area was like the mansion back then lol
