That is dubstep. Dub is like Rod Taylor... Or Scientist. This came around a couple years after as dubstep with the heavier bass and progressive drum lines. Most dub was actually played on instruments as well. Dubstep is usually spun by DJ's. Just because there is no heavy bass chops... Doesn't mean it's not dubstep.

Mate. Ini Kamoze created the CD album 'Ini Kamoze' which was released in 1984. It contains the original track 'world-a-reggae' on the main disc and 'world a music' was an additional edited track made after 'world-a-reggae'. Pfffft calling yourself a reggae fan.
