I suspect either the cellulose was blown too wet OR the walls were sealed before the moisture content of the cellulose dropped enough. I believe that in humid weather it may take many days before you can drywall. However contractors want to get in/out and paid without delaying to allow this.

a disaster waiting to happen! wet cellulose has damaged 2 new homes I knew of.
