I understand your inclination to confuse the two, but being brief in one's discussion surely is not the same thing as being sloppy, i.e. asserting propositions which don't follow from each other.
It does not follow from the proposition that "Technical vocabularies are incommensurable" that (all) communication is not possible. Apart from the truth or falsity of the "incommensurability" thesis, the above should point to the fact that De Landa is not doing justice to what he criticises.
@paparodendro1 I understand that if the world was entirely linguistic, then Kuhn's idea would in fact follow through into (all) communication - as technical vocabulary would be the only form of communication. His idea is sound.
