The way that the penguins are used to represent people reminds me of Animal Farm in how the farm animals were used to represent the different leaders during the Russian Revolution to that of Stalin's ruling. Then it talks about capitalism sending us "back to the drawing board" as in let the rich get richer and the poorer get poorer.
