shoegaze is a genre of alternative rock that creates atmospheric textures of mainly effected pedal guitars and soft vocal melodies. the actual term "shoegaze" originates from the earlier 80s UK bands that were too nervous to play in front of crowds and would look down upon their feet (hence shoegazing)
@someguitardude as far as i know, the first part of your answer explains the second. because half of the instruments go through at least one pedal (usually more) the musicians had to look down more frequently than not in order to get the right pedal, and not step on pedals without meaning to. They therefore tended to gaze at their shoes -> "shoegaze" (for an example, just look at Brian Aubert from Silversun Pickups)
- you won't be a band for long if you can't perform in front of a crowd.

You can find this track on the remastered 2 disc compilation, Catch the Breeze. That's really the only album I have been able to find it on. It has some other really good songs as well.

So happy I grew up in the 80s and was in my 20s in the 90s. Shoegaze fell into my lap in the mid to late 80s and it has been a staple ever since.
