TF2 is not 1968. if you look at world maps within the game you'll still see countries like kazakhstan, uzbekistan, and ukraine and others that where not independent until 1991 when the USSR fell. if it was 1968 USSR would be on the world map. so not 1968 or before 1991.

The in-game calenders say 1968. Inconsistancies don't count.

The Heavy's family was imprisioned in a gulag in the 40's until the place was burned down, and the Soldier killed Nazis until 1949.

He bought his way to Europe, taught himself how to fire various weapons, and won several medals (designed and constructed by himself, no less) for his Nazi-killing valor. His one-man war against the axis of evil ended abruptly upon hearing of the end of the war. In 1949.
