But basically.. a blackhole is the mass of the original body it was created from. Subatomic blackholes would be consumed by Earths gravity.
A black hole can be of any size, not just very large ones. Black holes of very low mass, such as would be created in the LHC [in spring/summer 2009] at a rate on the order of one per second, would have masses of about 10,000,000 atomic mass units [a.m.u., the mass of one proton]. Lifetimes of about 1 E-23 seconds (if Hawking Radiation works as predicted). However, Hawking Radiation has NEVER been experimentally TESTED, and exists only in THEORY.
Microscopic black hole created at rest relative to Earth is considerably different that one created by high-energy cosmic rays striking the Earth. If such high energy cosmic rays were to on occasion create a miniature black hole, as some theories have suggested, it would be traveling at very high speed [0.9999+ c] relative to Earth, and much like a neutrino, simply zip right through Earth in 1/4 second without interacting, or if it did interact, it would glom on to a few quarks and barely slow.
Conversely, any miniature black hole created at rest in the Large Hadron Collider would essentially be trapped in Earth's gravitational field, and over seconds to hours, slowly interact and acquire more mass. It is by no means clear that the black hole will not grow, as it happened in the experiment at Brookhaven, where a tightly packed lump of quarks made with an 8th of the energy that will be used in LHC - grew 10 times faster and lived 10 thousand times longer than expected, before exploding.
The 'safety report' covers only lower energy 2008 'start-up' operation projections, and speaks nothing toward the pre-planned decade of precision energy upgrades; set to begin in 2009! This report only covers previous public dockets of concern.
CERN themselves have stated that they have 'no idea' what will happen as the LHC reaches maximum performance, between 2009 and 2012. So how can a flawed safety report be taken as proof that the LHC is even close to safe?

Chemical bomb - change in chemical structure of matter.

Inside the American Tevatron Collider (6.3 km, USA, Illinois) the protons are accelerated in opposite directions, crossing paths to collide at 2 TeV.
Inside the Large Hadron Collider (27km, France) the protons will have a collision energy of 14 TeV, which is 7 times higher than in Tevatron!
The LHC may turn out to be a "black hole factory", an accelerator that makes large quantities of black holes in the center of Western Europe.
