Rogue can actually touch people since X-Men Legacy 224 and when she could she drained Colossus just like everyone else his metal skin doesn't really help him.
It was called, Reunion PT2 where they were in the Savage Land to save Xavier with Magneto from Sinister. Gambit took advantage of the point where their powers were cancelled by Sinister's machine and kissed Rogue. That's when Rogue remember what it was like to touch someone again. Since then, Rogue fell in love with Gambit who actually has a crush on her.
