Boris, not having enough money, says he'll give Skumm a magic ring in exchange for Bliss. Later on, people are stealing merchandise as suitable compensation for Bliss because they have no money. That's how it goes with drug addicts, they become so desperate for drugs that they'll resort to stealing money or merchandise(as compensation) for it.

Drug dealers don't care how you get the money or suitable compensation, as long as you get it and as long as it meets their satisfaction.
