If they resisted with full force, he would be forced to apply the techniques with full force...and then, people would be badly hurt, because that's what all martial arts are intended to do.

In order to have any kind of realistic training, the partner has to provide a realistic attack, or else there will not be a realistic response, and therefore, your entire training method becomes unrealistic and fantasist.
