The interesting element is that the 911 operator knows the laws and is able to articulate them well to the citizen caller.  So, knowing that the individual who is open carrying is legally authorized to do so, all of this time, expense, and effort by law enforcement personnel is being utilized just to check to see if the gun is unloaded. Really? Does that not sound like harassment of the carrier? Haven't the police better things to do?
