The drawing program is Sai. Search for "Systemax Sai."

The software is supposed to be not free and the programmer presents its prospective price for a commercial version. But, for long years, he says current version is still alpha and you don't have to pay. Possibly (just my guess), he is reluctant to get money because it was started as his own pleasure.
