This is not about their motive and I wouldn't really call it spying, as they can simply take your laptop right in front of you and copy it's contents. This is being done as you cross the border "if they feel like it". In America, this would be a direct assult on the 4th and 5th amendment. A major privacy issue as well. For the spying part, that would be the DHS data mining program they are running. Look it up but use their documents

This is bad journalism. You should never rely on just one source, especially when that source (Popular Mechanics) proved a terrible job at "debunking" the 9/11 questions.
