each case is different and you may be liable to the DOT code I do not know - most private people are not engaged in commercial activity unless through deception - most people are not engaged in transportation - Period and MOST judges should be swinging from a tree - FACT - so, if you have proper standing you may even be able to sue everyone - file complaints, etc - The game is not over until you drop the water - That's what they hope for - You R an Enemy Combatant - Know That
I already admitted that I drove over the speed to the cop, do I still have a good chance to get out of the fine? Can I object and say that 'evidence not in court'?

The truth is, this is a water carrying contest, and whoever does it longer with spilling least water, will win, or should win and will eventually in most every case be the victor.
You can even use their laws against them if you want to play on that battlefield. In Texas for instance, "SPEED LIMIT" does not mean you can not travel faster than that number... IN TEXAS what matters is Maximum SPEED Limit
@abeismain Regardless what method you use or how valid your truth is, expect to be railroaded at most every crossing and by any buildings or bridges, any time they can... the lawyer and the judge will LIE to you, they build strawmen so you get fooled into contracting with them and a battlefield that was never on your homefront to begin with.
