When the first due engine pulls up on scene, there are a lot of tasks that they need to do to get set up. The engine doesn't have a whole lot of water on it. They have to get a supply line to the hydrant, do a size-up, pull hose, establish Incident Command... They can't just jump off the rig and start squirting water.
