So yes, he can play against good, WORLD-CLASS players very well.

I would love to see people bitch about Viper. Sure, she got good shit like ambiguous cross ups and all that, but you seem to forget some of her downsides:

Thunder Knuckle H is her ONLY anti-air, special or normal move-wise, and its not even a very good one.

She has has low stamina and stun rating.

Her reversals are all pretty slow.

She brings the highest execution requirements out of the entire SSF4 cast, FACT.

I'd like to see you try her out for a week, let me know how that goes ^.^

Viper isn't OP, or Broken. She's just a really damn good character that takes massive amounts of perfect execution. Look at Wolfkrone and FlashMetroid they are both great Vipers too, however you have to remember that maybe Latif is just that godlike of a player.

She's ambigious, hard to read, impossible to focus with her dash punches, does crazy stun damage, has damaging combos and can combo into u1 in tons of situations, ex seismor is the most retarded move in the game, invicibility frames and a free u1 on hit. Can we finally nerf this bullshit character in 2012 edition please
