In reality, the 1996 welfare reform bill disqualified undocumented immigrants from nearly all means-tested government programs .The only services that undocumented folks can still get are emergency medical care and K-12 education. My argument stands. I know many drop-outs and am a college student dying to pay tuition. But do you know where I go? Fast-food restaurants and on-campus opportunities. I've found many jobs that way. Yes, drop-outs, summer job students and college kids are over-qualified. Why? We're EDUCATED. We have the right to minimum wage and fair labor conditions and we KNOW that. That's why no one will work their bodies down to nothing on a farm anymore.
