The pug clearly has the weight and strength advantage, but if the cat really wants to exert itself, the claws come out and the pug knows its time to create some distance between them. Trust me people, if the cat was truly being stressed it would climb up on something where the dog could not reach it. I think it likes to lead the dog on and then show it who is really the boss. Notice where the dog goes when the cats goes on the attack.
