@InfinateMatt sanding it is so that u remove the top layer of the controller so then you prime it with a surface primer u can get them at any hobby store easily then afterwards then you can paint it. 84multicam said to light coat 4 to 5 times that is for making the paint job look more solid. at every stage you spray u need to give it time to dry. when all is done u can finish it with a top coat clear color so it would protect the paint job from small scratches.

i would red scothbrite the controler first for adhesion.

then spray 3M plastic adhesion promoter.

lightly prime with dupont high-build primer (1 coat should do)

scuff with grey scotchbrite.

base/graphic (i used dupont, but that's cause thats what we have at work) with paintgun/airbrush.

clear, just know your chemicals. hint: a laquer clearcoat is durable, but will melt your nice acrylic airbrushed graphic you worked so hard on as you spray it.

Not tryin to be a smart ass but you should lightly sand it first, wipe it down with laquer thinner or alcohol and then cover it with adhesion promoter and then primer, then paint, then clear coat. And dont paint like this guy, go in even strips or lines about 6-12" away and in light coats, if you paint in blotches it'll make runs way easier and then you're fucked unless you use base, non-metallic paint, then you can buff or sand the runs out. If you want it to last. Theres my rant for today
