I did some research on the catch rates. Assuming the source, Bulbapedia, is accurate, Zekrom and Reshira each have a rate of 45, which is about 5.9% while a normal Legendary like Moltres has a rate of 3, which is about 0.4% and Ratatta(sp?) has a rate of 255, which is 33.3%.

Also worth mention, least for those who don't know, various forms of Pokeball just multiply the catch rate. Premier Ball and Pokeball being a simple 1x, while Ultra Ball is a 2x.

I have to say that all the Pokemon games. I would rank this game in second place to Platinum which would be my first. Pokemon white has good music, the ending is awsome, and the gameplay is great. Platinum is better becuase the plot of Team Galactic made sense, Team Plasma was two twisted, and you never really get to battle the champion, not that I know of.

It's the same as if you ran out of Pokeballs during the battle itself. Like I said, the only way to battle Reshiram/Zekrom at Dragon Spiral Tower is to have 726 Pokemon.
