The attack on the U.S.S. Cole happened before 9/11 by the Taliban. We have used blowing up our own ships as reasons to invade countries before, so if we had wanted an excuse, we could have used that. Look at the Spanish-American War and the Korean War. Both sprung by attacks on U.S. ships later proved to have been staged.
We had a reason before 9/11, and history shows that you don't need to kill thousands of people to start a war.
