Because it says the work "imagine" before all the 'pick villagers/create holidays' stuff, I read it as speculation on their part.

I don't think these features are confirmed in any way just yet.

I'm gonna hate saying this cause I am a huge fan of onm but even if they have confirmed it you can't always believe them, there.are still months left for the game to be changed and by then it might just be the game we know and love with very few new features

We've known ALL of this info for I think possibly more than a year now. Around 2010 we got the news of being Mayor by a UK Nintendo Magazine, and while it wasn't officially confirmed, Nintendo brought up the secretary and said that she would help you as mayor. This is really old news.

The way it's worded just makes it seem like it would be a good idea to give players the ability to choose neighbors and create their own holidays. It doesn't confirm being able to do so is actually in the game.
