They don't throw cushions at every exceptional match. This match was particularly significant because Asashoyru's lost ensured Hakuho's chance of becoming a yokozuna.

Kaio is very hit or miss, but you can never count him out or underestimate the wily veteran.

The throwing of cushions is to express appreciation for an exceptional match, not just because a non-yokozuna defeats a reigning yokozuna.
